Alcohol- related behavior does not occur in isolation.  Rather it is shaped by our physical, cultural, and social settings.  To be effective in reducing alcohol and other drug problems communities must take shared responsibility for creating conditions that support positive choices.  We must take care to assure that our community is not saturated with alcohol outlets, pro-alcohol messages, and norms that endorse underage alcohol use.  Our children do not create the way in which we integrate the use of alcohol or even illicit substances into our society they reflect it. Thus, the most effective, comprehensive prevention approach must be based on environmental strategies that weave prevention messages into our daily lives, our family life, and our community.

It is important that communities support having social activities for youth and adults available that do not include the use of alcohol.
